Abstract

Ang papel ay naglatag ng mungkahi para sa pagdevelop ng patakarang panlabas kaugnay ng mga usaping pangkapaligiran. Gumamit ang may-akda ng kontekstong pambansa/panloob sa halip na panlabas sa pamamagitan ng pagtukoy sa sariling Environmental Impact Assessment System ng Pilipinas bilang simula ng mas malawak na patakarang panlabas.
